The Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Port (HKP) of approximate 150 hectare in size is located on a reclaimed artificial island off the north-east of the Hong Kong International Airport. It provides a road-based strategic link to the Greater Bay Area via the HZMB, and has been in operation 24 hours a day, 7 days a week since its commissioning on 24 October 2018.

Following the C&ED Inbound Cargo Examination Building, situated at the south of the HKP, is a 3-storey building and equipped with a cargo inspection platform for loading and unloading of goods. Customs and Excise Department of the HKSAR Government carries out custom inspection of inbound goods vehicles at the building.

Green Features

Site Aspects

  • Natural daylight is admitted into the building.
  • Good ventilation environment is provided with neighborhood buildings.
  • Green roof is provided with landscape provision.

Energy Use

  • High-performance building envelope is adopted to reduce solar heat gain.
  • Photovoltaics panels are installed at the rooftop to harvest renewable solar energy.
  • An energy efficient District Seawater Cooling System with seawater cooling chillers has been adopted for air conditioning.
  • Light colour building roof and canopy are adopted to reduce thermal heat gain. Occupancy sensors were provided to automatically adjust the brightness of interior lightings to achieve electricity saving.

Materials Aspects

  • Construction materials were locally manufactured which did not contain chlorofluorocarbons (CFC)-based refrigerants. The insulation materials were free of CFC and hydrochlorofluorocarbons.

Water Use

  • Production of reclaimed water for flushing use. Together with the use of low flow rate sanitary fitments, these provisions contribute to significant saving of freshwater.

Indoor Environmental Quality

  • Interior design and features of the building provide good quality of indoor environment.

Innovations and Additions

  • Adoption of Building Information Modeling for clash detection and construction planning.


As the Government's initiative to encourage the construction of green buildings in Hong Kong, the then Environment, Transport and Works Bureau technical circular (Works) (the TCW) requires all works departments to adopt energy efficient features and renewable energy technologies in government projects and installations wherever practicable.  Under the TC(W), all new government buildings with construction floor area exceeding 10,000 square metres should aim to obtain at least the second highest grade under an internationally or locally recognized building environmental assessment system.  The C&ED Inbound Cargo Examination Building was thus enrolled in the local Hong Kong Green Building Council BEAM Plus scheme with target gold grading which is the second highest grading under the BEAM Plus scheme.

The Government’s policy was a strong driver in the planning and design stages of the C&ED Inbound Cargo Examination Building.  The installation of island-wide green facilities (e.g. District Seawater Cooling System and Reclaimed Water System) has brought significant environmental benefits to all HKP users.  The use of District Seawater Cooling System consumes less electrical energy and minmises greenhouse gases and contaminants to the environment.  The use of Reclaimed Water System for flush water supply does not only save water but also reduce the amount of treated effluent being discharged to the adjacent water body and thus benefits the North Western Water Control Zone water quality.

The C&ED Inbound Cargo Examination Building’s commissioning, government officers working at the building have been benefited from the well-designed indoor air, acoustic, thermal and lighting quality.
