Transformation from old Barren Quarry to contemporary On Tai Estate

Anderson Road Quarry was a major resource for the construction industry in Hong Kong since the 1950s.  The Hong Kong Housing Authority turned part of this disused quarry into On Tai Public Housing Estate, a green oasis and a home for over 21 500 people. The Estate comprises 9 domestic blocks with 7 209 rental flats. Retail and social welfare facilities are provided in the amenity podium to cater for the needs of residents.

We procured the design and construction of the Estate by refined Integrated Procurement Approach (IPA) which explored sustainable and innovative ideas throughout the development cycle, and various sustainability features were implemented such as maintenance free zero irrigation system, comprehensive greenery installations and upcycled art works reminiscing the site's history.

Green Features

Site Aspects

  • Enjoyment of Natural Ventilation and Daylight: Micro-climate studies optimise overall layout and positioning of individual buildings so as to enhance environmental performance.
  • The colouring pattern for the elevations of the domestic blocks was designed according to the thermal study which minimizes the solar heat gain on the building façade.
  • Oasis void enhances breezeways to save energy of mechanical ventilation at capark.
  • More than 30% of greenery is provided by vertical greenery, at-grading planting, green roof, etc. to expand urban greenery.

Materials Aspects

  • The artworks made of large rocks and selected parts of old machines from the Former Anderson Road Quarry through Public Engagement Project.
  • More than 80% external site works were made from recycled materials.
  • More than 50% of hardscape is pervious materials to reduce surface runoff to drainage system.

Energy Use

  • Total 30 numbers of solar light tubes were installed for lighting up wet market and car park by distributing natural light with reduced energy consumption.
  • The electricity generated from the photovoltaic panels is supplying to the common facilities to supplement electricity from the grid and also indirectly reduce greenhouse gas emissions from the power plant.
  • In line with Government’s policy to promote the use of electric vehicles (EVs), we provide EV charging facilities in carparks.

Water Use

  • Pilot application of Zero Irrigation System on tree planting, whereby excess rainwater is stored in a water tank underneath the soil and drawn up in dry weather, thus substantially reducing the consumption of potable water while enabling extensive greening.
  • "Twin Tanks" water supply installation provides an uninterrupted fresh and flush water supply to residents. It not only reduces water wastage during maintenance or cleaning, but also improves the durability of the building's roof structure.
  • Use 6-litre dual flush water-closet suites to reduce flushing water consumption.

Indoor Environmental Quality

  • LED bulkhead lights as standard lighting in communal areas of domestic blocks.
  • Two-level lighting control system has been deployed to meet the illumination requirements stipulated for barrier-free access.
  • Proper lighting control with the aid of motion sensors, photocell sensors, timer control switches and on-demand switches have also been adopted to reduce energy use.
  • Air Ventilation Assessment optimises natural ventilation.

Innovations and Additions

  • On Tai Estate adopts the Integrated Procurement Approach (IPA). It enhances team’s spirit and encourages innovative design and construction concepts. It also facilitates better environmental care, higher quality and improved productivity.
  • Adding on time and cost parameters to the existing 3D BIM, we have introduced a customised 5D BIM to allow more accurate forecasting and planning of resources.
  • We formulate the structural soil chemical mix to promote vegetation growth and while complying with load-bearing requirements.

Story

The Anderson Road Quarry used to be barren land at the urban fringe.  The Hong Kong Housing Authority introduced a series of sustainability initiatives on social, environmental and economic aspects to foster the vision of building a sustainable city and community which is inclusive, safe, resilient and sustainable to transform it into a sustainable housing precinct in a new urban fabric.

Social Sustainability is an integral part of this project.  We engaged local communities and the public via public engagement workshops since its inception. Local needs and community aspirations so collected laying the foundation for the planning and design of the project, coupling with the universal design approach to make it more inclusive. We also engaged local students, teachers and artists to upcycle the donated quarry machineries into the estate art pieces featuring the interesting history of the quarry, creating the estate identity as well as the sense of belonging for the residents.

Economical Sustainability is achieved by adopting an economically viable and cost-effective approach. We designed the typical floor with a precast rate of about 90% on plan to enhance buildability and cost-effectiveness.  We adopted the Integrated Procurement Approach (IPA), a combined building and foundation contract procured under a three-envelope tendering system considering price, technical as well as innovation aspects.  Besides integrating builders’ and designers’ expertise at early design and construction stages which resulted in a saving of HK$7.7M by optimization of foundation design, IPA also engaged the exploration of sustainable and innovative ideas.  5D BIM application, i.e. 3D BIM with additional time and cost dimensions, was explored as an innovative item and proved to be an effective construction management tool.  We successfully utilized 5D BIM to forecast the extent of delay due to the unforeseen obstructions at site access points and to mitigate a delay of two months by better planning of resources.

Environmental Sustainability is materialized by significant reduction of consumption of resources.  With effective energy saving measures, the energy consumption of communal services per flat is significantly lower than the private housing’s. Over 50% in concrete volume of the typical floors were prefabricated off site, saving nearly 7 000 trees with less in-situ formworks and reducing 70% of construction wastage.   On-site Concrete Batching Plant reduced gas emission of the concrete mixer trucks during delivery, saving 25 000 tons of concrete waste and reducing 134.8 tons of carbon footprint.  We incorporated the W-trap configuration in the drainage system to avoid backflow of foul air in order to make our buildings more resilient to the spread of air-borne diseases through the drainage system.  Pilot application of Zero Irrigation System on tree planting achieved water-saving of 2.3 million litres annually in a 1 500m2 planting area.
